The latest Republican presidential candidate to move to the front of the pack in Iowa is Texas Congressman Ron Paul. That position has made him a target for most of the other candidates as each makes a closing run across Iowa. What sets Paul apart from his rivals is how much of the time he focuses U.S. foreign policy.

SIM-LEI EV gets a video walk-through: shaped like a fish, has a big screen (video)

We got our first whiff of the SIM-LEI, an EV from across the Pacific, in March. Back then it was just an oddly shaped prototype with an impressive range of 207 miles and a top speed of 93mph. With the SIM-Drive's concept marching closer to a planned production date sometime in 2013 the company is finally giving a more detailed look at the car at the 2011 Electrical Vehicle Industrial Exhibition. The tapered, fish-like shape reduces drag, but the tiny coefficient of 0.91 couldn't be reached without shrinking the mirrors to their legal limit. The SIM-LEI compensates for the minuscule side and rear-view reflectors with a trio of cameras that feed video to the 19-inch (yes, we said 19-inch) monitor in the dashboard. Dropbox 'experimenting' with photo and video import, enables instant transfer to the cloud

Dropbox is handing out yet another early peek at a fresh new tool for the early-adopting enthusiast crowd. The cloud-based storage service is introducing a feature that'll allow all your photo / video captured memories to be instantly transferred as soon as you plug in a device that houses your media, and you can have a raw look at the "experimental build" now. Before you do, though, Dropbox is warning you to take the dive at your own risk. There's no word on when the tool will hit the masses, but if you're willing to get past the notice, the source link will fill you in on all the necessary deets.

What is the norm for US law reviews? If a scholar publishes an empirical piece, is the data and the computer code released to the public, so that replication can be attempted? If not, why not?

Are there any significant studies of affirmative action as to which the date and program have not been fully released to the public for replication? If so, what studies?

I hope Arizona considers revoking her tenure. This is as bad as it gets in academia -- forging results. She may claim that there is another explanation but there is nothing to back that up. The facts are that any number of precautions could have prevented this error and she didn't take any of them.

Stephen Glass is smirking at this mea culpa.

Facebook blocked in Vietnam, but Zuckerberg OK

Vietnam may block its citizens from using Facebook, but that didn't stop website founder Mark Zuckerberg from vacationing in the communist country.

Zuckerberg spent Christmas Eve in the popular tourist destination Ha Long Bay, local official Trinh Dang Thanh says.

State-run media say Zuckerberg arrived in Vietnam on Dec. 22.

Zuckerberg spent Christmas Day at an ecolodge in the northern mountain town of Sapa and rode a buffalo, said Le Phuc Thien, deputy manager at Topas Ecolodge.

Zuckerberg, Facebook's 27-year-old CEO, founded the social networking site in 2004.

Vietnam's aggressive Internet censors block access to Facebook and other websites, but young Vietnamese easily bypass the restrictions.

A position-by-position breakdown of Northwestern vs. Texas A&M

Quarterbacks:

Texas A&M quarterback Ryan Tannehill put together a solid season that would have gotten a lot more attention in the Big Ten than it did in the pass-happy Big 12. Tannehill's average of 284.6 passing yards per game would have led the Big Ten by a margin of more than 40 yards per game, but he finished just fifth in the Big 12. His 28 passing touchdowns would have been good for second in the Big Ten.?

However, Tannehill's accuracy leaves something to be desired as he completed just 61.1 percent of his passes and tossed 14 interceptions. Though more attempts will invariably lead to more interceptions, Tannehill was picked off on one out of every 35 passes whereas Northwestern's tandem of quarterbacks, Dan Persa and Kain Colter, combined to throw an interception one out of every 42 passes.

Persa and Colter also provide a ground game that is far superior to Tannehill's. NU's quarterbacking duo averaged 57 rushing yards per game, more than twice what Tannehill?compiled. Though Tannehill has thrown for considerably more yards (3,415 to 2,823) and more touchdowns (28 to 22), when Colter and Persa's running is thrown in, the Wildcats' signal-callers had the advantage in both total yards and touchdowns.

Advantage: Northwestern

Wide Receivers:

The receiving corps clearly marked NU's strongest unit this season. Senior wide receiver Jeremy Ebert topped the 1,000-yard mark while Colter emerged as a solid receiving option when he wasn't under center. Four different players caught three or more touchdown passes, and young talent like Christian Jones demonstrated that this group has the potential to remain elite for years to come.

Still, for all their success, the Wildcats cannot match the Aggies in terms of receiving prowess. Ryan Swope topped even Ebert's numbers, averaging 91.8 yards per game with 11 touchdown receptions. From Swope on down, Texas A&M's wide receivers outplayed NU's. The Aggies' No. 2 receiver, Jeff Fuller, easily topped Colter with 255 more receiving yards, as did the Aggies' No. 3 receiver, Uzoma Nwachukwu?who outpaced Demetrius Fields by 263 yards.

The Aggies also have more depth with nine players catching a touchdown pass this season to the Wildcats' six. Though NU's wide receivers played admirably, Texas A&M's competed on another level.

Advantage: Texas A&M

Running Backs:

Northwestern, which struggled to establish a rushing attack in the two seasons since Tyrell Sutton's departure, took a step forward in 2011. The Wildcats ranked fifth in the Big Ten with their average of 176 yards per game. It was NU's most productive season on the ground since 2005, when Sutton earned Big Ten Freshman of the Year honors after leading the Cats to an average of 193 rushing yards per game.

Mike Trumpy started the season as the Cats' top back, but the sophomore's season ended when he tore his ACL against Illinois. Offensive coordinator Mick McCall called on several backs to fill Trumpy's spot, mixing and matching senior Jacob Schmidt, sophomore Adonis Smith and freshman Treyvon Green. However, it was Colter who proved the Cats' most lethal weapon on the ground, tallying 589 yards and eight touchdowns on 118 carries. After Colter, Schmidt was NU's most reliable rusher, frequently getting the call on third-and-short situations.

Like NU, Texas A&M saw its leading rusher sidelined for the season with a torn ACL. Unlike the Cats, the Aggies had the luxury of an NFL prospect to fill the void. Through the first 10 games of the season, junior Christine Michael split carries with senior Cyrus Gray. The duo combined to form one of the more formidable rushing attacks in the Big 12; in the month of October, the Aggies led the conference with 256 rushing yards per game. But on Nov. 5, Michael tore his left ACL in a loss to Oklahoma. Two weeks later, Gray went down with a stress fracture in his shoulder. With Gray forced to miss Texas A&M's season finale against Texas, Ben Malena shouldered the load, rushing 25 times for 83 yards. Michael is out for the season, but Gray is expected to play against Northwestern.

Advantage: Texas A&M

Offensive Line

The Cats' offensive line was the second most experienced in the country, but it struggled to live up to its billing. While NU retained the same starting five throughout the season, a few rough halves hurt the Cats (most notably the second half against both Penn State and Michigan State). Overall, the Cats allowed 35 sacks, the second worst figure in the Big Ten.

On the other hand, Michael and Gray benefited from one of the nation's best offensive lines. Anchored by standout left tackle Luke Joeckel, the Aggies' front five surrendered just eight sacks over 12 games, the fewest in the country. The unit has undergone unthinkable adversity since the end of the season. On Dec. 21, offensive line coach Jim Turner left to take the same job at Texas Tech, followed by reserve lineman Joseph Villavisencio's death in a car accident one day later.

Advantage: Texas A&M

Defensive Ends:

The Northwestern defensive ends had a terrible 2011 campaign. The Wildcats expected All-Big Ten candidate Vince Browne to lead their four-man rotation, but other than his game-clinching sack against Boston College, the senior was virtually non-existent on the field. Sophomore Tyler Scott showed the most upside of the four, levying constant pressure on the quarterback through the first six games and accumulating seven tackles against Michigan. However, a shoulder injury kept him out of two games and limited his effectiveness towards the end of the season. Quentin Williams and Kevin Watt became NU's starting ends after the team's loss to Penn State on Oct. 22 and brought a renewed energy to the defensive line.

Texas A&M got good productivity from its ends in its 3-4 scheme. The two stalwarts of the line were Tony Jerod-Eddie and Spencer Nealy, who combined for 13.5 tackles for loss and five-and-a-half sacks. Jerod-Eddie led the unit with 48 tackles and six quarterback hits while Nealy was not far behind with 44 tackles. Ben Bass was ineffective as a substitute, compiling 23 tackles in 12 games, while the only other defensive end who saw the field was freshman Gavin Stransbury with 14 tackles.

Although the Aggies are only two deep at defensive end, their two ends have played much better than all four ends for the Wildcats combined.

Edge: Texas A&M

Defensive Tackles:

In the middle of the Aggies' 3-4 formation is 310-pound Eddie Brown Jr. The junior compiled just 27 tackles, but had four tackles-for-loss and three sacks. Although not as big, Kirby Ennis was equally effective in his limited playing time. The 286-pound sophomore had only 10 tackles, but had two tackles-for-loss and one-and-a-half sacks.

The Cats got good productivity from their defensive tackles this season despite injuries. Jack DiNardo had 32 tackles in 10 games played while Niko Mafuli had 15 tackles. While the seniors did not have many tackles, the duo accumulated nine tackles-for-loss and four sacks. NU's depth in the middle was lacking for most of the season, but sophomores Chance Carter and Will Hampton held their own in limited playing time. The biggest wild card is junior Brian Arnfelt who missed most of the season with a foot injury. Arnfelt will get the start against the Aggies after Mafuli broke his leg during practice in early December.

NU's defensive tackles were the team's most consistent defensive unit this season. Although Texas A&M got a lot of pressure with Brown Jr., the high pace of the Cats' offense should test the Aggies' depth in the middle.

Edge: Northwestern

Linebackers:

NU's linebackers suffered the most upheaval of any of the team's units this season. Only one linebacker that started the Cats' opener against the Eagles is still starting and he has since been shifted to the outside linebacker spot. Injuries hit this group hard as four linebackers have missed games due to injury this season. There is no real leader of this group although junior David Nwabuisi is the most experienced of the three starters. Damien Proby has settled into the middle linebacker position as a sophomore while Collin Ellis has played well for a freshman. The team's depth took a hit when freshman Chi Chi Ariguzo was lost for the season, but the Cats do have two seniors who can come in as substitutes in Bryce McNaul and Ben Johnson.

For the Aggies, their success lies in their linebackers. Four of Texas A&M's top-five tacklers are linebackers, led by Sean Porter and Damontre Moore. The pair of outside linebackers combined for 16 sacks and 136 tackles this season. On the interior, Jonathan Stewart is the team's leading tackler with 89, 16 more than Porter. He is joined on the inside by a rotation of Steven Jenkins, Charlie Thomas and Garrick Williams. Jenkins was the best of the group with 52 tackles and is the only one of the three with a sack this season.

The linebackers mark the Aggies' best unit and although the Cats' young crew of linebackers is coming into its own, Texas A&M's have been firing on all cylinders.

Edge: Texas A&M

Safeties:

Trent Hunter and Steven Terrell tied for Texas A&M's team high in takeaways with two interceptions each. Hunter put up some of the best stats for an Aggies defense that ranked second to last in the conference in scoring defense and total defense. The senior safety finished third on the Aggies with 73 tackles, including two-and-a-half tackles-for-loss and a sack. His eight pass breakups marked the second highest figure on the team. Despite sharing second-string strong safety duties, Howard Matthews proved an aggressive player in the backfield, recording three tackles-for-loss and two sacks among his 26 tackles on the year. Matthews also hurried the quarterback four times, more than double the total of any other player in Texas A&M's secondary.

NU's secondary received regular criticism in 2011, as a result of its 222.2 passing yards allowed per game, the second worst number in the Big Ten. The Cats were anchored by the play of senior safety Brian Peters. Peters led NU with four interceptions and also forced two fumbles while recovering another.

Redshirt freshman safety Ibraheim Campbell was burned frequently by opposing wide receivers early in the season, but adjusted well enough to be named to Yahoo! Sports' Freshman All-American first team. Campbell also demonstrated his skills as a run stopper, leading the Cats with 89 tackles.

Advantage: Northwestern

Cornerbacks:

NU suffered a major blow when it lost senior cornerback Jordan Mabin for the Meineke Car Care Bowl of Texas due to shoulder surgery. Mabin, a four-year starter, secured his half of the field while the Cats rotated through several options on the opposite side, hoping to find a worthy companion for Mabin.

Now, NU will have to rely on senior Jeravin Matthews, who was benched earlier this year before regaining his job, and redshirt freshman Daniel Jones, who got beat for two touchdowns against Michigan State while filling in for Mabin.

Though he only intercepted just one pass this season, Texas A&M cornerback Terrence Frederick played the same role of shutdown cornerback that Mabin did. Frederick broke up a team-high 12 passes this year and made 49 tackles.

The Aggies' cornerbacks?utilize an aggressive style and aren't afraid to cheat towards the line in order to stop a play in the backfield. Frederick recorded more tackles-for-loss than every NU player except David Nwabuisi and Jack DiNardo, while fellow cornerback Dustin Harris matched Frederick with two sacks.

Perhaps as a result of its risk-taking style, Texas A&M suffered similar vulnerability through the air as NU. The Aggies gave up the most passing yards of any team in the Big 12, surrendering more than 280 passing yards per game. Still, while both teams lack a strong track record of cornerback coverage, the Aggies at least will not be trotting out a redshirt freshman for his first start.

Advantage: Texas A&M

Kicking Game:

The Aggies are blessed to have one of the best kickers in the game in Randy Bullock. The senior made all but four of his 29 field-goal attempts in 2011, including a most impressive 10-of-12 clip from 40 to 49 yards out. He also hit a 52-yard field goal in 2011, and is 3-for-5 from 50 yards and beyond in his college career. So, there's no doubting his range. Bullock is generally reliable as well ? he has missed just two field goals from fewer than 30 yards out in his college career ? so Texas A&M will not hesitate to trot Bullock out in pressure situations. The Aggies also posted the second-best kickoff coverage numbers in the Big 12 this season.

On the other sideline, coach Pat Fitzgerald hasn't shown very much trust in kicker Jeff Budzien. The sophomore attempted just four field goals in the Wildcats' final six games of the season. On the bright side for NU, Budzien was highly reliable when it came to extra points, sending all 48 of his extra-point attempts through the uprights. Extra points have haunted past NU kickers in bowl games, so Budzien's reliability from close range is a plus. However, he made just two-of-five from 40 to 49 yards, so while he has the leg, he cannot necessarily be trusted from deep.

Advantage: Texas A&M

Punters:

After averaging fewer than 40 yards per punt in six of Northwestern's first eight games of the 2011 season, Brandon Williams ended his season in fine form, averaging 42 yards or more in each of the Wildcats' last four games of the regular season. His unusual rugby style generally limits what the return team can do with his punts, and friendly bounces have been known to lead to unbelievably long yardage for Williams. The sophomore produced a 77-yard punt in a win over Minnesota, followed by a 57-yarder against Michigan State the next week. Williams, while hardly steady, has the ability to change games with a few spectacular boots.

Meanwhile, Ryan?Epperson?produced his best season yet for the Aggies, averaging 40.9 yards per punt, a 3.3-yard improvement from 2010. Yet, Texas A&M still finished with the third-lowest net punting numbers in the Big 12, similar to Northwestern's low finish in the Big Ten. The Aggies also allowed 3.1 yards per return, while the Wildcats allowed just 1.4 yards per return.

A 57-yard punt return in the Wildcats' regular-season finale arguably sealed Northwestern's loss to Michigan State that day, but this is still an area where the Cats should have an edge.

Advantage: Northwestern

Return Team:

Dustin Harris, a defensive back and returner for Texas A&M, is plenty dangerous. He helped the Aggies finish second in the Big 12 with their 13.6 yards per punt return average. The Aggies were less prolific when it came to kickoff returns, averaging just 21.3 yards, while failing to bring one back to the house. Northwestern sophomore?Venric?Mark also failed to bring one back for a touchdown, but he came awfully close on several occasions, helping the Wildcats average 21.8 yards per kickoff return and 12.8 yards per punt return. With such similar numbers, and both teams clearly featuring dangerous weapons in the return game, I'm going to have to declare this category a tie.

Advantage: Even

Head Coach:

Whatever you thought of Pat Fitzgerald's decision to run wide receiver Zeke Markshausen to the right on a fake field goal try to cap off the 2010 Outback Bowl, there's no doubt that Fitzgerald is one of the most dynamic coaches in college football. He's highly experienced in bowl games, having led the Wildcats to four consecutive bowl games, and should be highly determined, given his 0-5 mark in bowl games as a player and a coach. In his sixth year with Northwestern, Fitzgerald provides unparalleled stability at the helm, particularly after signing a contract extension in May that will keep him in Evanston through the 2020 season. Compare that with the instability at Texas A&M. Defensive coordinator Tim DeRuyter was named interim head coach in place of the recently departed Mike Sherman. The Aggies' matchup with the Cats will mark DeRuyter's first and last game at the helm of Texas A&M. After their bowl game, the Aggies will welcome Houston coach Kevin Sumlin to College Station, while DeRuyter will depart for Fresno State, where he will be the new head coach.

Advantage: Northwestern

Colts' win throws Luck sweepstakes up in air

(AP) ? All that good luck the Indianapolis Colts have received on the field these last two weeks could leave them with no Luck at all when the NFL draft rolls around.

The Colts have won two straight games to fall into a tie with the Vikings and Rams for the league's worst record and the chance to take Stanford quarterback Andrew Luck with the No. 1 pick.

With Peyton Manning out for the year with a neck injury, the Colts lost their first 13 games of the season, and most figured Luck could start looking for an Indy-based realtor.

Then a funny thing happened ? the Colts started winning.

The Colts beat Tennessee two weeks ago for their first win of the season. No big deal, right? They still had a game on two-win teams in Minnesota and St. Louis and didn't have to deal with the ignominy of going winless for an entire season.

Vikings fans were already dreaming of USC offensive tackle Matt Kalil coming in to protect Christian Ponder and clear a path for Adrian Peterson. With Sam Bradford under center, Rams fans were drooling over the prospects of bringing in Oklahoma State's Justin Blackmon as the stud receiver he's been missing early in his career.

Then the Colts went out and won on Thursday night against the playoff-bound Texans.

What were they thinking?!?

That was some of the outcry heard from fans and pundits after the victory, which many view as jeopardizing the franchise's long-term health by risking losing out on another All-Pro caliber quarterback in Luck to eventually replace the face of the franchise, albeit one who will turn 36 in March and has had multiple neck surgeries over the past two seasons.

All of a sudden some Colts fans ? particularly those who were showing up to Lucas Oil Stadium with blue No. 12 jerseys that had "Luck" written on the back ? have an entirely different pain in their necks.

"That's not for the players to worry about," Colts running back Joseph Addai said. "I don't worry about that. I just go out and keep playing ball."

Now all three teams are tied for the fewest wins in the league, with the Vikings and Rams still to play this weekend.

Minnesota has lost six in a row and plays at Washington on Saturday before hosting Chicago in the season finale on Jan. 1. The Rams figure to have a tough time in Pittsburgh on Saturday and with San Francisco at home to end the season.

The Colts hold the strength-of-schedule tiebreaker over Minnesota and St. Louis. So a loss at Jacksonville next week would clinch the No. 1 pick for Indianapolis.

But the Jaguars haven't exactly been hitting their stride as the season wears on. Rookie quarterback Blaine Gabbert has been erratic and head coach Jack Del Rio has already been fired.

"For one thing, not knowing what my future's going to be, just wanting to get a win," Colts receiver Reggie Wayne said after making the game-winning touchdown catch with 19 seconds to play Thursday night. "Couldn't get anything better than this."

Sorry Reggie, but some fans would say that a 6-foot-4, 235-pound college star with a rocket right arm and a completion percentage of 70 percent trumps one more victory in a season that has been lost since the moment Manning went under the knife.

And even though the Vikings and Rams both have already spent high first-round draft choices on young signal-callers in the last couple of years, they would have to at least consider Luck with the top pick.

Scouts lavish praise on a prospect they call the best quarterback to come out of college since John Elway. Luck's touchdown-to-interception ratio is almost 4 to 1, he calls his own plays for the Cardinal and takes puppies to visit senior citizens in hospice care.

Well, that part about the puppies has not been confirmed, but you get the point.

Should either the Vikings or Rams luck out and sneak into the top spot, they also could decide to stick with their young guns, trade down with another team eager to take Luck and stockpile picks to fill the numerous holes on each roster.

Just look what the Chargers did in 2004 when the New York Giants so badly wanted Eli Manning. The Giants sent the Chargers draft picks that amounted to Philip Rivers, Shawne Merriman and Nate Kaeding to get their hands on a quarterback who would eventually lead them to a Super Bowl victory.

Up until two weeks ago, the thought of having to make that decision seemed absurd.

Then again, so did a Colts winning streak.

Alas, that lack of any official endorsement may have reared its ugly head. Well, it was good while it lasted. Guess we'll carry on saving up for that Vita purchase...

Stocks close higher; S&P turns positive for 2011

Stocks closed higher Friday after a quiet, pre-holiday session that turned the S&P 500 index positive for the year.

Traders were relieved by news that Congress extended a payroll tax holiday for workers and emergency unemployment benefits. Both programs were set to expire at the end of the year. Letting that happen would have reduced economic growth by about 1 percent, analysts said.

The final business day before Christmas also was the slowest full day of trading so far this year. Traders exchanged just 2.22 billion shares, about half of the recent average. The market will be closed on Monday because Christmas falls on a Sunday this year.

Stocks have risen steadily since Tuesday on hopeful signs about the pace of economic growth in the fourth quarter, which ends next week. New claims for unemployment benefits fell last week to the lowest level since April 2008, long before anyone realized the nation was in a recession.

A series of mixed economic reports Friday did little to derail that optimism. The Standard & Poor's 500 index added 11.33 points, or 0.9 percent, to 1,265.33. It started the year at 1,257.64.

Stocks might surge into the new year if the S&P 500 passes a couple of key technical thresholds, said Todd Salamone, research director at Schaeffer's Investment Research.

Fund managers currently hold relatively few stocks, Salamone noted, and many of their funds have underperformed the market and are negative for the year. If the index rises farther above its break-even point for the year or its average over the past several months, fund managers might flood into the market in a last-ditch attempt to improve their annual returns, he said.

"The worst thing that can happen for a fund manager is to underperform and be in the red when your benchmark, the S&P index, is in the green" for the year, Salamone said.

The Dow Jones industrial average rose 124.35 points, or 1 percent, to 12,294. Bank of America Corp. was the Dow's biggest gainer, adding 2.4 percent. All but two of the 30 Dow stocks rose, Alcoa Inc. and Boeing Co.

The Dow has risen 527.74 points, or 4.5 percent in the past four days. It was the first four-day winning streak for the Dow since mid-September.

The Nasdaq composite index gained 19.19 points, or 0.7 percent, to 2,618.64.

Earlier Friday, the government said that consumer spending and incomes barely grew in November. The weak gains suggest that consumers may have trouble sustaining their spending into 2012.

In another worrying sign, a measure of business investment decreased for the second straight month. Business investment has been a pocket of strong demand and spending amid a sluggish recovery. A tax break that encouraged companies to invest in new equipment and facilities expires at the end of the year.

Yet hopes for the economy remained high after this week's encouraging news about the job market and strong holiday sales for retailers.

Among the companies making big moves:

? Rambus Inc. jumped 12.2 percent after the technology licensing company said it reached a patent license deal with Broadcom Corp. and settled a lawsuit with the chip maker.

? TripAdvisor Inc. rose 6.1 percent, the most in the S&P 500, as traders reassessed the value of the newly-spun off travel review website. The stock had fallen sharply since it officially started trading on Wednesday. It recovered some losses on Friday as analysts weighed its rapidly growing revenue and market share.

? Eastman Kodak Co. rose 9.5 percent after the struggling photography company said its general counsel, Laura Quatela, would become co-president on Jan. 1.

(AP) ? CNN star interviewer Piers Morgan faces questions Tuesday about his time at the top of Britain's tabloid industry ? widely anticipated testimony that may dredge up allegations his British newspaper career was colored by wrongdoing.

Morgan ran two British tabloids ? the News of the World and the Daily Mirror ? before his editorship was cut short by scandal in 2004. He's due to give evidence to Britain's media ethics inquiry by video link from the United States ? one of a host of tabloid newspaper executives to face the inquiry, set up in the wake of the News of the World phone hacking scandal.

More than a dozen journalists have been arrested, senior executives with Rupert Murdoch's News Corp. media empire have lost their jobs, and top U.K. police officers have resigned over their failure to tackle the scandal. Witnesses at the inquiry have exposed the seamy side of British journalism, with reporters accused of cooking up stories, blackmailing subjects, hacking phones and paying bribes to police officers to secure tips.

Morgan may have more juicy details to add. His memoirs contain tantalizing references to questionably obtained material, and the 46-year-old has acknowledged condoning unethical behavior ? including overseeing payoffs to spies on rival newspapers.

Morgan denies having ever hacked a phone or knowingly run a story based on hacked information. But he's expected to be quizzed on statements that appear to refer to the practice ? in particular a 2006 article in which he says he was played a phone message left by former Beatle Paul McCartney on the answering machine of his now ex-wife Heather Mills.

Mills has said there's no way Morgan could have gotten hold of the message honestly.

The inquiry, led by Lord Justice Brian Leveson, heard Tuesday about the culture in tabloid newsrooms ? one described by some witnesses as being scarred by bullying.

Steve Turner, general secretary of the British Association of Journalists, said he had dealt with more than a dozen cases of bullying in the newsroom in recent years. He blamed diminishing circulation and "the demand to produce better stories and more of them from a diminishing work force" for some of the pressure, but said the culture at Murdoch's News of the World was particularly challenging.

That, he said, may have "pressured people more than most into behaving appallingly."

The inquiry heard earlier Tuesday from reporter Sharon Marshall, whose book "Tabloid Girl: A True Story" detailed the misdemeanors of Britain's press ? including faked expenses, manufactured quotes, unscrupulous reporters, hot-tempered editors and worse.

Marshall took pains to distance herself from her own book, saying she never intended to accuse anyone of wrongdoing and that the last half of the title ? "True Story" ? might have been misleading.

"I intended this as a comical tale," she said.

One by one, she dismissed her nearly all her own stories ? which her book insists are accurate ? as "dramatization," ''topspin," ''a good yarn," ''a joke," or an "embellished shaggy dog tale."

True or not, Morgan seems to have approved; In a blurb splashed across the cover, he called the book "hilarious and gossipy."

Separately, the lawyer for former England soccer player Paul Gascoigne suggested that the sportsman's legal action against the News of the World was close to being settled. Gascoigne is one of several dozen people suing the paper over claims that their phones were hacked. Lawyer Jeremy Reed said the case was "settling" but didn't give any further details.

Murdoch shut down the 168-year-old News of the World in July after the full hacking scandal broke.

Obama welcomes home troops from Iraq (AP)

WASHINGTON ? President Barack Obama is welcoming home troops who served in Iraq, saying that their service offers a lesson about the nation's character.

"There's a reason our military is the most respected institution in America," Obama said Saturday in his weekly radio and Internet address. "They don't see themselves or each other as Democrats first or Republicans first. They see themselves as Americans first.

"For all our differences and disagreements, they remind us that we are all a part of something bigger, that we are one nation and one people."

Obama marked the end of the Iraq war earlier in the week, meeting with Iraqi Prime Minister Nouri al-Maliki in advance of the last American troops leaving Iraq by Dec. 31. The withdrawal caps a war in which nearly 4,500 Americans were killed, about 32,000 were wounded and hundreds of billions of dollars were spent.

"Our troops are now preparing to make their final march across the border and out of the country," Obama said. "Iraq's future will be in the hands of its own people."

The president met with troops at Fort Bragg, N.C., on Wednesday to discuss the end of the war and to honor the military's sacrifice. Obama opposed the war as a state lawmaker and then made ending the war in Iraq a key part of his 2008 presidential campaign.

Obama said the nation needs to enlist soldiers returning home in the rebuilding of the nation's economy, noting that his grandfather's generation returned home from World War II "to form the backbone of the largest middle class in history."

"This is a moment for us to build a country that lives up to the ideals that so many of our bravest Americans have fought and even died for," Obama said. "That is our highest obligation as citizens. That is the welcome home that our troops deserve."

Republicans said in their weekly address that soldiers returning home are most concerned about finding a good job and cited the 1,700-mile Keystone XL oil pipeline as an example of a project that could put people back to work.

Republicans have pushed for a swift decision on the pipeline proposed from Canada to Texas. Obama recently announced he was postponing a decision on the pipeline until after the 2012 elections to allow for more time to study the environmental ramifications of the proposal. An agreement reached by Senate leaders Friday night on a two-month extension of a Social Security payroll tax cut and jobless benefits would require Obama to decide within 60 days whether to grant a permit for the pipeline.

The pipeline would carry oil from western Canada to Texas Gulf Coast refineries, passing through Montana, South Dakota, Nebraska, Kansas and Oklahoma. The project is expected to create up to 20,000 jobs.

Sen. John Barrasso, R-Wyo., said the project would transport 700,000 barrels of oil a day from Canada and the "steady source of energy from our friend and ally here would make us less dependent on energy from the volatile Middle East ? and that is good for America."

Environmentalists have opposed the project but some unions have supported the plan, complicating Obama's decision.

The second AACR-IASLC Joint Conference on Molecular Origins of Lung Cancer: Biology, Therapy and Personalized Medicine will bring together scientists to share the latest findings in the diagnosis, treatment and prevention of the nation's leading cause of cancer and cancer mortality.

New operating system for space: High-tech tycoons (AP)

SEATTLE ? The tycoons of cyberspace are looking to bankroll America's resurgence in outer space, reviving "Star Trek" dreams that first interested them in science.

Microsoft co-founder Paul Allen made the latest step Tuesday, unveiling plans for a new commercial spaceship that, instead of blasting off a launch pad, would be carried high into the atmosphere by the widest plane ever built before it fires its rockets.

He joins Silicon Valley powerhouses Elon Musk of PayPal and Jeff Bezos of Amazon.com Inc. in a new private space race that attempts to fill the gap left when the U.S. government ended the space shuttle program.

Musk, whose Space Exploration Technologies will send its Dragon capsule to dock with the International Space Station in February, will provide the capsule and booster rocket for Allen's venture, which is called Stratolaunch. Bezos is building a rival private spaceship.

Allen is working with aerospace pioneer Burt Rutan, who collaborated with the tycoon in 2004 to win a $10 million prize for the first flight of a private spaceship that went into space but not orbit.

Allen says his enormous airplane and spaceship system will go to "the next big step: a private orbital space platform business."

The new system is "a radical change" in how people can get to space, and it will "keep America at the forefront of space exploration," Allen said.

Their plane will have a 380-foot wingspan ? longer than a football field and wider than the biggest aircraft ever, Howard Hughes' Spruce Goose.

It will launch a space capsule equipped with a booster rocket, which will send the spacecraft into orbit. This method saves money by not using rocket fuel to get off the ground. The spaceship may hold as many as six people.

"When I was growing up, America's space program was the symbol of aspiration," said Allen, who mentioned his love of science fiction and early human spaceflights. "For me, the fascination with space never ended. I never stopped dreaming what might be possible."

For those attracted to difficult technical challenges, space is the ultimate challenge, Allen said.

"It's also the ultimate adventure. We all grew up devouring science fiction and watching Mercury and Gemini, Apollo and the space shuttle. And now we are able to be involved in moving things to the next level," he said, adding that he admires people like his former Microsoft colleague Charles Simonyi who have gone into space to experience it.

Allen is not alone in having such dreams, and the money to gamble on making them come true.

Bezos set up the secretive private space company Blue Origin, which has received $3.7 million in NASA startup funds to develop a rocket to carry astronauts. Its August flight test ended in failure.

"Space was the inspiration that got people into high-tech ... at least individuals in their 40s and 50s," said Peter Diamandis, who created the space prize Allen won earlier and is a high-tech mogul-turned space business leader himself. "Now they're coming full circle."

Diamandis helped found a company that sends tourists to space for at least $25 million a ride, and seven of the eight rides involved high-tech executives living out their space dreams. Simonyi paid at least $20 million apiece for two rides into orbit and attended Allen's Tuesday news conference, saying he wouldn't mind a third flight.

"Space has a draw for humanity," not just high-tech billionaires, Simonyi said, but he acknowledged that most people don't have the cash to take that trip.

Space experts welcome the burst of high-tech interest in a technology that 50 years ago spurred the development of computers.

"Space travel the way we used to do it has a `50s and `60s ring to it," said retired George Washington University space policy professor John Logsdon. "These guys have a vision of revitalizing a sector that makes it 21st century."

But Logsdon said the size of the capsule and rocket going to space seemed kind of small to him, only carrying 13,000 pounds. It didn't seem like a game-changer, he said.

Stratolaunch's air-launch method is already used by an older rocket company, Orbital Sciences Corp., to launch satellites. It's also the same method used by the first plane to break the sound barrier more than 50 years ago.

Stratolaunch, to be based in Huntsville, Ala., bills its method of getting to space as "any orbit, any time." Rutan will build the carrier aircraft, which will use six 747 engines. The first unmanned test flight is tentatively scheduled for 2016.

NASA, in a statement, welcomed Allen to the space business, saying his plan "has the potential to make future access to low-Earth orbit more competitive, timely, and less expensive."

Unlike its competitors, Allen's company isn't relying on startup money from NASA, which is encouraging private companies to take the load of hauling cargo and astronauts to low Earth orbit and the International Space Station. The space agency, which retired the space shuttle fleet earlier this year, plans to leave that more routine work to private companies and concentrate on deep space human exploration of an asteroid, the moon and even Mars.

Allen said his interest comes not just because of the end of the shuttle program or changes in government funding for space, but he does see an incredible opportunity right now for the private sector to move the needle on space travel.

Allen's company is looking at making money from tourists and launching small communications satellites, as well as from NASA and the Defense Department, said former NASA Administrator Michael Griffin, a Stratolaunch board member who spoke at a Tuesday news conference.

Just three months ago, Griffin was testifying before Congress that he thought the Obama administration's reliance on private companies for space travel "does not withstand a conventional business case analysis."

This is different because it's private money, with no help or dependence on government dollars, said Griffin, who served under President George W. Bush.

Allen and Rutan collaborated on 2004's SpaceShipOne, which was also launched in the air from a special aircraft in back-to-back flights. Sir Richard Branson's Virgin Galactic licensed the technology and is developing SpaceShipTwo to carry tourists to space. But Allen's first efforts were more a hobby, while this would be more a business, Logsdon said.

SpaceShipOne cost $28 million, but this will cost much more, officials said.

Allen left Microsoft Corp. in 1983, and has pursued many varied interests since then. He's the owner of the Seattle Seahawks football team as well as the NBA's Portland Trailblazers. He also founded a Seattle museum that emphasizes science fiction.

Allen said this venture fits with his technology bent.

"I'm a huge fan of anything to push the boundaries of science," Allen said.
