Is judge banning Amber from 'Teen Mom'?

Could?"Teen Mom" star Amber?Portwood?be losing her hefty paychecks?from MTV's popular docuseries?

Law enforcement officials reportedly told TMZ?that?the judge in Portwood's case is banning her from filming "Teen Mom" or any MTV program while she stays at halfway house Sister 2?Sister Ministries in Anderson, Ind.,?to get her life in order. But her attorney, Evan Broderick, says that's not correct.

"The court has the right to approve any employment that she enters into," he told TODAY.com, and that includes any work with MTV. Broderick said that although filming may not be allowed when Portwood first arrives at Sister 2? Sister to begin her drug program, the judge may give her the green light should she show progress.

According to the Herald Bulletin, Judge David Happe said the court had contacted MTV to ensure that Portwood's contract with the network wouldn't get in the way of her recovery, and that she wouldn't be sued for breach of contract. Happe also noted that the length of her stay at Sister 2 Sister will depend on how well she does there.

Broderick told TODAY.com that "the program lasts between 12 and 36 months,"?but Portwood won't necessarily be spending that entire period at the halfway house. If she does well, she may be allowed to move out while still participating in the drug?program.

As for her participation on the show, MTV said in a statement to TODAY.com, "We haven?t announced future plans beyond the new season of 'Teen Mom' premiering this spring with Maci, Catelynn, Farrah and Amber.?Right now, the most important thing is for Amber to get the best treatment possible."

Portwood's participation in the drug treatment program and stay at the halfway house came about after the reality personality agreed to a plea deal that would have her plead guilty to violating probation and possession of a control substance.?In exchange, she avoids five years in prison, provided she completes the terms of the deal. If she slips up, she'll be spending five years in prison.

The young mother's legal troubles began when MTV aired a season two episode of "Teen Mom" in 2010?showing Portwood repeatedly punching and hitting then-fiance Gary Shirley, who is also the father of her toddler, Leah. She pled guilty to two counts of felony domestic violence in June and was given a two-year suspended sentence and two years of probation.

But on Dec. 19, Happe ordered her to be taken into custody for violating the terms of her probation, and she was charged with two new felonies, including possession, which she has now pled guilty to in her plea deal. Portwood is currently still in custody and will remain so until Sister 2 Sister evaluates her on Monday or Tuesday.

(AP) ? General Motors earned its largest profit ever in 2011, two years after it nearly collapsed.

Strong sales in the U.S. and China helped the carmaker turn a profit of $7.6 billion, beating its old record of $6.7 billion in 1997 during the pickup and SUV boom.

GM is a vastly different company than it was back then. It's smaller, has less debt and its contract with the United Auto Workers is less costly. But it took a $49.5 billion government bailout and bankruptcy protection in 2009 to cut its bloated costs. The company earned huge a profit even though U.S. sales of cars and trucks were near an historic low of 12.8 million.

In 2012, GM expects to increase its revenue as global sales grow and it charges more for models.

Its ongoing effort to cut costs and take advantage of its global presence are also paying off. In the fourth quarter, costs fell by $500 million. It saved $100 million by cutting some of the dozens of advertising agencies and media managers it uses. It also saved $100 million by centralizing engineering.

"We will build on these results as we bring more new cars, crossovers and trucks to market," CEO Daniel Akerson said.

GM's stock price rose $1.70, or 4 percent, to $26.01 in early afternoon trading.

That's good news for the U.S. government, which still owns 26.5 percent of the company and needs the stock price to rise significantly before it can recoup all the bailout money. The bailout and GM's performance already are contentious issues in this year's presidential campaign.

Still, problems emerged for GM late last year. Its fourth-quarter profit fell 8 percent and missed Wall Street expectations. Europe and South America reported losses. And sales growth in the U.S. slowed even as more Americans bought cars and trucks.

This year, GM expects to make less money per vehicle as the mix of sales shifts to cars from trucks, which have bigger sticker prices

Still, last year was a big success for the company.

Revenue rose 11 percent to $150 billion. Its per-share profit was $4.58. GM made the bulk of its income in North America, where its pretax profit totaled $7.2 billion. International Operations, which includes Asia, made $1.9 billion before taxes, but that was down.

GM sold 9.03 million cars and trucks around the world in 2011, up 7.6 percent from the year before. That helped it reclaim the title of world's largest automaker from Toyota Motor Corp.

GM said 47,500 blue-collar workers in the U.S. will get $7,000 profit-sharing checks in March. The checks are based on the company's North American performance and are a record for the company.

The government still owns 500 million shares of GM, which it got in exchange for the $49.5 billion bailout. Through earlier stock sales and loan repayments, the government has recouped about $22.3 billion of that money. The remaining shares would have to sell for around $53 each for the government to recoup the rest.

Autostraddle ? Santorum, Fox News Add Women in the Military to ...

The national focus on the repeal of DADT helped make us more aware as a nation that there's still plenty of inequality within the ranks of the military of this bastion of democracy, home of the free. For instance, the fact that even within DADT, black women tended to be very disproportionately affected, or that trans people's rights to serve aren't protected, or that even after the repeal of DADT, the partners and spouses of queer servicemembers still weren't eligible for the same rights as those of straight people's partners. And lest we forget, both before and during and after DADT, women of all sexual orientations have always occupied a different and unequal space in the military -- a fact that we were all reminded of this week when a Fox News commentator suggested that instead of demanding a solution to the hugely disproportionate amount of sexual harassment and assault they experience, women in the military should "expect to get raped", and Rick Santorum's opposition to opening up any combat positions to women because they have "emotions."

While Fox commentator Liz Trotta and Rick Santorum's comments are both shockingly problematic, Santorum's are perhaps not uncommon in the general populace. In the same way that you often hear people profess that the gendered wage gap is a natural result of the fact that "women like caring professions, like being a nurse, while men are more drawn to higher-paying jobs," there are plenty of people who think that however sincere a woman's desire to serve her country, she's crippled by emotional reactions that are so strong they hinder the decisionmaking skills and putting training into action that combat requires. Santorum helpfully observed that "men have emotions when you see a woman in harm's way," which aside from being paternalistic and grammatically incorrect, implies that not only can women not do their jobs well, but they also actively prevent others from doing their jobs well.

Of course, the actual evidence contradicts Santorum's view -- as the Washington Post observes, even Newt Gingrich thinks he's wrong, which is saying something. Although new combat positions are indeed being opened up to women for the first time, it's not a decision the military took lightly; it comes after a comprehensive review in which it was decided that female servicemembers' talents were in fact good fits for the positions at hand, and believe it or not, they were competent employees. It's also worth noting that women already perform many of these more dangerous duties:

In actual practice, however, women already serve in many of those jobs, but as temporary ?attachments? to battalions ? a bureaucratic sidestep that has been necessary with the high demand for troops during the last decade of war in Iraq and Afghanistan. The Pentagon?s new rules largely formalize existing arrangements and in many ways are simply catching up with realities on the battlefield.

Trotta's comments on sexual assault are horrying, and a closer look at her words reveals that she's not just misguided about women in the military, but coming from a deeply misogynistic place of rape apologism in the first place. She complains, for instance, that the issue is being brought up by feminists who complain that women in the military are being "raped too much" -- the implication that there is some other level at which women could experience rape that is somehow acceptable is nauseating. When confronted with the fact that the DoD reported sexual assault on women increasing by 64% over the last six years, she responded with?"Now, what did they expect? These people are in close contact."

While Santorum assumes that women are completely without emotional control and can't make sound decisions when influenced by feeling (although of course each of us does that on a daily basis, and anyone with children has to make heart-stopping decisions while experiencing strong emotions constantly), Trotta assumes that men are completely without the capacity for decisionmaking when it comes to violence -- that rape is a natural consequence of men and women interacting, especially if the men are under stress or pressure. Both are equally unfair depictions of an entire gender, and both completely dehumanize everyone involved. Santorum's emphasis on women's emotional response to war completely ignores that of course men have one too; war is a deeply traumatizing experience, and to pretend women can't do their job because they have human feelings implies that men are good at their job because they are somehow without the capacity for human feeling, ?which is deeply disrespectful of the experience that both male and female servicemembers have in combat. Liz Trotta simultaneously tells us that women don't deserve legal protection or the right to their own bodies (or somehow no longer deserve those rights because they've done something very brave in trying to serve their country?) and that men can't be expected to maintain basic levels of respect for their fellow human or restrain themselves from the monstrous violence that's inherent to them, which seems like a terribly unfair depiction of our armed forces.

The more inequity we become aware of in the armed forces, the clearer it becomes that it's virtually always harmful to our servicemembers. Often overseas, cut off from family and loved ones, and bearing the brunt of criticism of military decisions made by their superiors, every internal injustice they're made to suffer makes their lives harder and our military as a whole weaker. If the 'debate' on women in the military's competence (science generally backs the idea that women who undergo intensive training are capable of strenuous combat work, at least at levels comparable to men) shows us anything, it's that women don't earn respect for their abilities no matter what those abilities are, even when they're willing to put their lives on the line. If Santorum is looking to bring something new to the GOP candidacy, this isn't it.

They?d eat organic fruits and vegetables as snacks, drink organic milk, and eat meat and eggs from pastured, organic sources. And of course, they?d eat it happily without a hint of complaining or pickiness.

Right! Wouldn?t that be nice?

Unfortunately, we don?t live in a perfect world, whether it?s picky toddlers, or a limited food budget, sometimes the ideal of healthy eating can seem so far out of reach.

For our family, I know the biggest reason that we aren?t able to eat all organically, all the time, is the cost. It?s no secret the organic food is a little pricier than conventional.

But, I still think that eating organic is really important, especially for for young children, and so we?ve made some changes, and found ways to save money in other areas of our life so that we can have the room we need in our grocery budget to purchase organic food for our family.

We have made a lot of changes in our family?s lifestyle toward more green and natural living over the past four years, and most of those changes have ended up saving us lots of money, maybe not at first, but definitely in the long run, and have made room in our limited budget to be able to buy organic food.

Here are just a few simple examples.

1. Cloth Diapering

We cloth diapered both of our kiddos which has saved us thousands of dollars. Even if you can?t commit to cloth diapering full time (we didn?t), you can still reap the benefits of saving money by using reusable diapers.

2. Making Homemade Cleaning Products

By making our own homemade and non-toxic cleaning products from inexpensive ingredients like vinegar and baking soda, we save ourselves the cost of both conventional brand cleaners, and the more expensive green and non-toxic brand cleaners. And guess what ? our homemade cleaners work just as well, if not better, than their conventional counterparts too!

3. Simplified Personal Care Products

We have switched to using safe and non-toxic personal care products, which can be more expensive, but we have greatly simplified the products we actually use (especially me!), from having bathroom cabinets filled with the next best beauty product or makeup item that didn?t quite work out and just ended up wasting money, to just having a few basic, necessary items. I also make some of our personal care products at home for a fraction of the cost of buying either conventional or green products.

4. Decreasing Disposables

By reusing items all around our house, we have eliminated the need to buy one-use items like paper towels and napkins, disposable cleaning cloths, and more. We like to live by the motto: Use it up, Wear it Out, Make Do, or Do Without ? and that really helps us to evaluate the cost of something before bringing it into our home, and to try to find something that we already have that will work for us.

5. Cooking from Scratch

Buying pre-made food items is expensive. And buying organic versions of pre-made food is even more expensive. Cooking at home, from scratch, using organic ingredients is one of the best ways to save money while still feeding your family healthy and organic food!

Happy Valentine's day. ?If you are having a good Valentine's day, with a great date all planned (or already done, if you're smart and did it on the weekend), then you might want to read today's earlier article, and this one, so you can be happy you're not me. Trust me, if you want to appreciate what you have, it's good to know what happens when you lose it.

Now, the?earlier?article was all about an example of a relationship / friendship falling to pieces. ?In this cases, it fell apart over the course of months with one party not even being aware of it. ?That ignorant buffoon I speak of is, of course, myself.

Now, how should a character react to having a relationship suddenly and?expectantly?go south on him? Well, in A Pius Man, when relationships go south, guns are pulled out. ?Earlier, I mentioned CS Lewis' book On Grief, and my reaction was much the same as the traditional stages of grief ... well, partially.

Denial: I quite literally curled up into a ball on a bed. I wasn't crying, mainly because my body has forgotten how to cry in full-out sobbing format. There were tears, but not all that much. I was quite, quite numb. I don't know if it counts as denial, but I couldn't think very clearly.

Bargaining: My next thought was to make certain I understood everything involved, included that this was the end of the friendship as well (yes, I would have settled for "let's be friends," in fact I had stated that in my original letter to her). ?That didn't work. ?I asked her if I should cancel my ticket to California -- a plan we had been working on for months now -- and she said yes. ?Not only was she not in love with me -- which I could live with -- but she didn't even want to hang out. ?That nail gun sound is sealing the coffin on our friendship too.

Anger: Oh, I have that part down. ?As I write this (the week of the 5th), I am quite a powder keg. ?I have had to de-friend people on Facebook whom I normally tolerate because I am ready to tear them a few new?orifices. ?I am generally not a "nice" person, though I shoot for merely "good". ?This week, I want to hurt something. ?On the bright side, my cardio class and punching bag routines went over like a dream. Lift weights? No problem. Roll out the punching bags and beat them across the floor? Hell yes.

The strange thing is that I'm not angry at anyone in particular. Everything, yes, but no one person. I'm not even angry at the one who initiated this. ?Could I do things to hurt her, even though she's 3,000 miles away? Sure, that's easy. I could write to her father to tell him about the whole relationship from start to finish, and he's a bastard, and no mistake; there is Facebook, and the internet, and all the various and sundry ways you can hurt someone that way -- it's not rocket science, any internet troll can do that.

However, that has no interest for me, and it makes me physically ill to even contemplate it for an instant.

It's possible that I took my confusion to be anger -- it's possible, I'm quite confused. This came out of nowhere, even though she said she'd been writing the letter for months. Her telling me to redeem my ticket implies that she was jerking me around about the California trip as recently as three weeks before the letter. So, was she lying to me the whole time? Did something happen since then?

There is a lot of adrenaline. ?It may be that I have a few redhead genes (redheads do have surges of adrenaline, more than the average person), but my heart will sometimes race, and I feel all the fear and excitement of a particularly dangerous?roller coaster?ride, only without any of the enjoyment such a ride should entail. ?It is the fear and excitement more akin to my being strangled in Krav Maga, back to when I had no idea what I was doing, and the training partner was really trying to kill me. ?Only this time, there is no?endorphin?chaser once the choke is broken, but my body feels like it's constantly under attack.

So, it kinda sucks.

As for the last stage of grief ... I don't think acceptance has kicked in just yet.

Some strange, strange effects have also manifested. ?For example, just thinking about the comic book?Starman?gets me ready to cry....

To explain, we had a shared favorite character, the Shade (who I think is everyone's favorite character from that series). ?Even though I was put onto?Starman?by my friend Jason, before I had even met this woman, it became part of my friendship with her.

Now I have trouble even thinking about Starman?without fresh reminders of pain, instead of dwelling on the joy of it. I start to cry. Pathetic, ain't it?

I can't look at the plushie she made me that was a representation of the love between two friends. ?This new plushie was actually to replace an old one thrown out by a family member. ?And back when it was thrown out, I went on a rampage. I didn't talk to that family member for a whole day, and when they didn't notice, I exploded. It was precious to me because it was made by someone who cared for me -- someone who wasn't obligated to, someone who valued me for me, on my own merits. ?She cared, damnit.

At least, I thought she did.

Now I can't even look at it. It wasn't made by someone in love with me, or who even loved me, but expressed a love in parts of me. ?Parts of me that were so overshadowed by my lesser qualities, she never wanted to?meet with me or?talk with me ever again. Tell me how that differs from having someone you care for hate your guts? I've had both. They feel very much the same.

In spy terminology, there is a phrase: to "walk back the cat." See, when you have a person who turns out to be working for the bad guys, you have to go through that turncoat's history to see what it is that the turncoat screwed up -- missions blown, covers compromised, etc. Right now, I'm trying to walk back the cat on a relationship, and I can't see what went wrong.

So, at the end of the day, I'm hurt, confused and conflicted. ?Little things will make me tear up, or go nuclear. The opinion of someone I deeply respect, even love, has declared me unfit for association -- do I declare that person unworthy of my love and respect in turn? ?Not doable. Do I beat up on myself? No, I get enough of that at Protection Fitness Krav Maga, it's not as therapeutic as you might think. I don't drink, I don't believe in sex before marriage, so I can't get drunk and screw my brains out. ?And I've been writing my little heart out over at Examiner.com, so much so that I did a Catholic news roundup yesterday, two weeks early

My only options so far are a punching bag, a news column and a blog. We'll see how that works out.

So, for you writers who want to get something out of this, take a look -- there are some wonderful and conflicting emotions swirling around. ?It's almost a little?schizophrenic.?Hating everybody ... except for the friend who set the spark off.?Anger one moment ... near tears the next. Stupid little things that set someone off one way or another. It makes for an interesting set of character traits. ?Trying to figure out when things went wrong always makes for an interesting mystery (I'm not going to tell you how, but you can easily have guns figure into it).

Confusion, homicidal rage, destructive behavior ... have fun!

Treasury Secretary Timothy Geithner told Congress Tuesday that the president's new $3.8 trillion spending plan would impose new taxes on only 2 percent of the nation's wealthiest families and the alternative would be to seek more painful cuts in other government programs such as defense, Social Security and Medicare.

Geithner defended the new budget plan in the face of intense attacks from GOP members of the Senate Finance Committee. Republican Sen. Orrin Hatch of Utah told Geithner that the administration's spending plan would give the country a "permanently larger, European-inspired government."

But Geithner said deeper spending cuts now would damage economic growth and push more Americans into poverty at a time when the economy is still struggling to recover from a deep recession.

Geithner told the committee that the administration hopes to send Congress next week a framework for making changes in the country's corporate tax structure.

He said the administration would not offer detailed legislative language but rather broad principles for corporate tax reform. He said the administration would propose eliminating a number of current business tax breaks in an effort to lower the corporate tax rate.

The nominal U.S. corporate tax rate is 35 percent, the highest in the world after Japan, but few companies pay that much after taking various deductions.

Obama has proposed lowering that tax rate but has not said by how much it should be lowered. The president has also proposed ending tax breaks for U.S. companies moving jobs or profits to foreign countries while suggesting tax breaks for businesses that move jobs back to the United States.

Geithner did not offer any hints about what recommendations the administration will make on corporate rates in its submission to Congress.

Congress may put off the tough decisions on the budget until after the November elections, but the spending document will certainly be used as a campaign document for Obama and a key target for Republicans running against Democrats.

Republican Mitt Romney, who is campaigning for the GOP nomination to challenge Obama in the fall, called the budget Obama released Monday "an insult to the American taxpayer." GOP candidates Rick Santorum, Newt Gingrich and Ron Paul are all advocating bigger spending cuts to control the deficits, and all the GOP candidates oppose Obama's tax increases.

"The president's budget is a gloomy reflection of his failed policies of the past, not a bold plan for America's future," House Speaker John Boehner, R-Ohio, said Monday after the budget was released. "The president offered a collection of rehashes, gimmicks and tax increases that will make our economy worse."

Republicans are arguing for deeper spending cuts and a frontal assault on the biggest drivers of the deficit, the soaring costs of Medicare and Medicaid, whose already sizable costs are projected to double in future years as baby boomers retire.

Rep. Paul Ryan, R-Wis., chairman of the House Budget Committee, said Monday that he expected the Republican-controlled House would in coming weeks pass an alternative to the Obama budget that would gain control of the deficit, not by raising taxes but by curtailing Medicare and Medicaid.

"President Obama's irresponsible budget is a recipe for a debt crisis and the decline of America," Ryan said.

Obama's cuts in Medicare and Medicaid avoid cuts in benefits and instead make modest trims in payments to health care providers. In contrast, the Republican House last year approved Ryan's plan, which would essentially transform Medicare into a voucher system in which future seniors would get a fixed amount to buy medical insurance.

The Obama budget proposes spending $3.8 trillion in the 2013 budget year, which begins Oct. 1. It would achieve $4 trillion in deficit cuts in part through restraining the growth of many government programs, adhering to the agreement Congress approved in August for spending caps to achieve $900 billion in deficit reduction over a decade.

Obama's plan also proposes additional deficit reduction in order to avoid $1.2 trillion in across-the-board cuts scheduled to take effect next January.

But the president relies on $1.5 trillion in tax increases, mainly by allowing the Bush-era tax cuts to expire on families making more than $250,000 per year, imposing additional taxes on those making more than $1 million per year and eliminating various corporate tax breaks.

The tax increases all have been rejected by Republicans.

With both parties holding entrenched positions, it is very likely that no solution will be found before the November elections, with both sides preferring to use the debate to score political points.

If that occurs, Congress will probably be back in Washington after the November elections for a lame-duck session to resolve the battle over taxes and spending cuts.

Lawmakers are facing end-of-the-year deadlines when the Bush-era tax cuts on all taxpayers expire and across-the-board spending cuts will go into effect if lawmakers can't agree on $1.2 trillion in further deficit reduction over the next decade.

HHS Unveils Requirements For Consumer Insurance Labels ...

The Obama administration Thursday unveiled?final regulations detailing the?new health insurance summaries that the federal health law requires plans to give to consumers to help them make informed coverage choices.

"For too many Americans today, choosing a health plan means reading through a human resources book usually the size of a small phone book and important information about eligibility and benefits is often buried in the fine print," said Marilyn Tavenner, the acting head of the Centers for Medicare and Medicaid Services, the agency within the Department of Health and Human Services overseeing the effort. "With these new rules we're making it easier for consumers to find the plan that is right for them."

All insurers and employers offering group and individual policies must distribute the forms for policies that take effect?Sept. 23 or later. More than 160 million Americans with private health insurance will receive the forms, federal health officials said. The rules are nearly a year late and under the law the benefit forms were supposed to be available next month. Industry groups had asked the government to delay the requirement until 2014, to give companies more time to comply but the government opted for September instead.

The rules set the design for easy-to-understand forms describing health insurance benefits. The forms are intended to provide the same details on all policies using the same plain-English terms ? defined in an?accompanying glossary ? so consumers can easily compare policies. The law also mandates that the forms give examples of specific coverage explaining how much a plan pays on average for common medical conditions. It even eliminates "fine print" by requiring that information be printed in 12-point type, which is larger than the print in a typical newspaper article.

But the bottom line ? a policy's price ? is missing from the requirements issued Thursday because the goal of the health law was to focus on coverage and benefits, said Steve Larsen, director of Center for Consumer Information and Insurance Oversight. Although an estimated premium price was included in the draft rules announced last August, it has been dropped and won't be required for the form. Other changes from the earlier rules include reducing the number of coverage examples from three to two kinds of medical care--having a baby and diabetes treatment.

Two weeks ago consumer groups told President Barack Obama in a?letter that premium information was essential. But Lynn Quincy, a senior health policy analyst at Consumers Union, said consumer groups will work to restore premium information to the forms in 2014 when there should be less variation in rates because insurers will not be allowed to charge higher premiums based on preexisting medical conditions.

Quincy also said that in a briefing for consumer groups Thursday, federal officials said they would conduct focus group testing to improve the forms over time. Drafts of the forms?were tested by Consumers Union last spring and by America?s Health Insurance Plans, the insurance trade association.

AHIP President and CEO Karen Ignagni said in a?statement that the final regulation "makes some important improvements over the preliminary rule, but additional time and flexibility are needed to avoid imposing costs that outweigh the benefits to consumers."

"The benefits of providing a new summary of coverage document must be balanced against the increased administrative burden and higher costs to consumers and employers," Ignagni said. "Requiring a separate document for each coverage scenario will significantly increase administrative costs and potentially result in consumers having to sort through scores of pages of coverage information."

The forms were?drafted by a group assembled by the National Association of Insurance Commissioners that included state insurance regulators, and insurance, consumer and patient advocacy representatives.

Mila Kofman, a research professor at Georgetown University who co-chaired the group when she was Maine's superintendent of insurance, said that when consumers shop for insurance now, "co-insurance" or "annual deductible" may mean different things depending on the policy. Providing uniform information that?s easy to understand will empower consumers, she said.

"This will fundamentally change the way insurance is sold and the way is bought, and will make it much easier for consumers," she said.

But Steve Wojcik, vice president at the National Business Group on Health, a Washington advocacy for 340 of the country?s largest employers, was among those who were less enthusiastic. He said the forms duplicate what is already required by Labor Department rules.

"Our preference was to be exempt," said Wojcik. "This is just going to be confusing and just adds costs for the plans and ultimately the plans? participants."

Although the new forms haven?t received as much attention as other provisions of the law, the effort is popular with the public. Some 84 percent of adults surveyed view the benefits summary requirement somewhat or very favorably, better than any of the other 15 provisions of the health law rated, according to the November Kaiser Health Tracking Poll. Cuba looks to kids to recover faded boxing glory (AP)

HAVANA ? Lazaro Perez jabs rhythmically at his rival in a steamy Havana gym, dancing, feinting and punctuating each blow with a grunt.

After the final bell, he thrusts a weary arm skyward in triumph, and a proud smile spreads across a face still years from feeling a razor's scrape. Perez has just become Havana's first under-75-pound (34-kilogram) boxing champion in a new age category for 9- and 10-year-olds.

Boxing-mad Cuba is putting its athletes in the ring earlier than ever. The idea is that those who start young will have a critical edge in the sport's motions and techniques when they start competing more seriously down the road.

It's part of a top-to-bottom shake-up aimed at restoring Cuban boxing to its former glory after the national squad returned from the 2008 Summer Olympics in Beijing without a gold medal for the first time in 40 years.

"I started boxing to follow in my father's footsteps," said Perez, a small and wiry 9-year-old in black boxing shorts and blue T-shirt. "I'm not afraid. I'm fast, and I really like it. I want to be great like (Olympic and professional champion Yuriorkis) Gamboa, the boxer I admire most, and win lots of medals like (Felix) Savon."

It's not uncommon for children this age to enter the ring these days. The International Boxing Association sanctions competitive boxing for 15 years and up, but lets national federations set their own rules for younger children. A spokeswoman for USA Boxing said competition starts at 8 years old in the United States, and many begin training at 7.

Since competition in Cuba's new age class began last year, hundreds of boys have been boxing in tournaments like the Jan. 21 city championship at the Rafael Trejo gym in Old Havana, with its splintering wood bleachers and discolored walls.

There are strict rules to keep competition safe for the preadolescent pugilists. A doctor examines them before each fight and referees watch the action closely. Bouts are limited to three 50-second rounds. Only straight punches are allowed, and fighters are supposed to keep their distance. Headgear is mandatory, as in all organized amateur boxing.

"At this young age we teach the basic movements, the basic punches and defense," said Jo De Vrieze, a Belgian-born coach who trains children in the Cerro district of the Cuban capital. "The idea is that the youths arrive at higher levels with a more advanced technical base."

It's a far cry from the "Rumble in the Jungle" or the "Thrilla in Manila," but don't tell that to the kids, or to the parents who crowd the stands and cheer each bout like an Olympic final.

Perez's father, also named Lazaro, yelled encouragement and advice to his son during the title match: "Let's go!" "Get him!" "Watch your defense!" he cried, head bobbing and fists pumping as if he were in the ring himself.

"Right here is the future of Cuban boxing," the elder Perez said.

Amateur boxing is second only to baseball as a national sport in Cuba, and it's a point of pride among islanders that their country of 11 million people usually punches above its weight in medal counts during international competitions.

But the island's economic difficulties keep the Boxing Federation from funding its programs at the levels other countries do, and make it hard to replace decrepit equipment and facilities. Meanwhile, some top fighters have defected to turn pro, including Olympic and world champions Gamboa and Guillermo Rigondeaux, sapping the national team of experience and talent.

Four years after Cuban boxers won five gold medals at the Athens Olympics came the Beijing fiasco. Cuba had another subpar performance at the World Championships in Italy the following year, and hit rock-bottom in 2010 at the Panamerican Championships, when host Ecuador toppled Cuba from its long-held throne as best in Latin America.

Humiliated sports authorities vowed a total overhaul to get Cuban boxing back on track. The first move was to bring in a new coach, Rolando Acebal, who renewed emphasis on discipline, rigor, toughness.

"The change was decisive," said Savon, a heavyweight legend who hung up his gloves in 2000 and now works for the Boxing Federation. "Under Acebal, some things reappeared that had gotten a little lost."

Officials also stressed recruiting and scoured the island for new talent. Savon, who along with countryman Teofilo Stevenson, is one of only three boxers to have won gold medals at three Olympics, personally scouted his native province of Guantanamo.

The result is a promising new crop of youngsters who so far have done well. Cuba took two gold medals and a silver at the World Championships in Baku, Azerbaijan, last July. In the fall, it reclaimed bragging rights in the Americas, winning eight men's titles out of nine possible at the Panamerican Games in Guadalajara, Mexico.

The big test comes this summer at the London Olympics.

"There has been good work," said Stevenson, now a vice president of the Boxing Federation. "We have several possibilities for medalling, including Julio Cesar La Cruz," a 22-year-old light heavyweight who was one of the champions at Baku.

Beyond London, the future rests firmly in the gloved fists of the kids duking it out in the Rafael Trejo gym. The 9-10 age class is a pilot program in just Havana for now, but officials say it could be rolled out to the rest of Cuba, where 11-12 is currently the youngest level of competition.

Outsiders said that could give Cuba an edge over places like Puerto Rico, which holds fights starting at 11 years old, and Spain, where boxers start competing at 15.

"It's tough to start competing at 15," said Carlos Vargas, technical director of the Spanish Boxing Federation. "Then when you're 17 or 18 and you hit the international level, you're going up against boxers with 200 fights under their belts. ... You find yourself at a disadvantage with those rivals."

At 13 years old, Dayron Valdes, last year's Havana regional champion in the 88-pound (44-kilo) weight class, is already a veteran of youth boxing. He said his goal is to follow in the footsteps of his idol, La Cruz, representing Cuba on the winner's dais while fighting with honor and style.

"I used to scrap with the other kids in the neighborhood when I was 6. That's why I signed up for boxing," Valdes said, sitting on a rickety chair and unwrapping his bandaged hands. "I want to be a very technical boxer, a gentleman."

(AP) ? In presidential politics, Minnesota is as close to a Democratic fortress as states come.

It has tantalized Republicans in recent presidential campaigns, but it's still wound up as general election fool's gold for the GOP ever since Richard Nixon last won it for the party in 1972.

So it's easy to understand why Minnesota Republicans are basking in the presidential glare now. For Tuesday's caucuses at least, they have the spotlight to themselves ? and a genuine piece of the action.

This year's Minnesota caucuses drew their first significant attention from the contenders in memory, with all four hopefuls dropping by in the final week. Front-runner Mitt Romney stopped in last week, while Newt Gingrich, Ron Paul and Rick Santorum were in town as late as Monday.

Usually, the Republican nomination fight is wrapped up well before voters in the wintry enclave get a say. Or the primary calendar lumps Minnesota with states that offer bigger prizes.

Republican caucus attendees tend toward the conservative, especially those most concerned with social issues. Tea party members stormed the caucuses two years ago and could play a role this time, too.

A straw ballot will crown a winner Tuesday night, but delegates to the summer's Republican National Convention won't be decided for several more months.

Four years ago, more than 60,000 Republicans turned out and Romney trounced eventual nominee John McCain. That more than doubled attendance from 2004, but was overshadowed by the more than 200,000 Democrats who headed to their caucuses to give Barack Obama a 2-to-1 win over Hillary Rodham Clinton.

Turnout at the state's caucuses tends to be a tiny fraction of eligible voters in a state that prides itself on nation-leading fall participation. Minnesota used to have a primary rather than a caucus, but that was abandoned more than a half-century ago.

In Minnesota, voters don't register with a party designation. So on caucus night, people can participate in any party caucus they want at hundreds of schools, community centers and other locations. And they have a host of choices: the Independence Party, the Democratic-Farmer-Labor Party and several minor parties all had a chance to put on caucuses.

With Obama a shoo-in for the Democratic nomination, all eyes are on the GOP results. There was a sense among party veterans that the big four were tightly bunched and turnout would dictate the winner. A lower turnout favored Santorum and Paul because of the intensity of their support among religious conservatives and anti-war Republicans, respectively.

Even Romney's top Minnesota surrogate, former Gov. Tim Pawlenty, wasn't ready to predict the former Massachusetts governor would score a second straight win here.

"It will be very competitive. I can't tell you who will come out on top," Pawlenty said Monday.

The caucuses start at 8 p.m. EST and nearly complete results are typically known within a few hours.

Gold Digging Workers' Comp Fraudster Convicted

Most people know that the California gold rush ended sometime in the late 1850?s, but it appears that at least one prospector was still searching for gold, apparently in the California Workers? Comp system. His prospecting days came to an end when investigators caught him digging for actual gold.

Stephen Eugene Harder, 45, was found guilty of workers? compensation insurance fraud on January 24th. According to a news release from the District Attorney?s Office and the Daily Democrat, Harder was found guilty after he tried to claim benefits and was later caught acting out against those claims.

On February 26, 2009, the DA?s Insurance Fraud Unit received a complaint from the State Compensation Insurance Fund alleging that Harder was attempting to embellish his industrial injury by claiming that it was more severe than it actually was.

Michael Cabral, the Assistant Chief Deputy District Attorney, noted that during the course of the investigation into Harder, he was seen acting, moving and appearing in a manner that was inconsistent with his claimed injuries.

Cabral stated, ?The defendant was videotaped engaging in gold mining activity which sharply contrasted with how he was presenting to the doctors that were treating him.?

District Attorney Jeff Reisig said that ?The cost of labor in California is directly impacted by workers? compensation insurance premiums. Those premiums are affected when workers? embellish their symptoms and attempt to get more benefits than they are otherwise entitled to receive.?

Reisig is praising Deputy District Attorney Carolyn Palumbo, Lt. Dan Stroski, the District Attorney?s Insurance Fraud Unit and the State Compensation Insurance Fund for getting the conviction.

Baby pulsars spawn universe's most energetic particles

Talk about enfants terribles. Baby pulsars may unleash torrents of the highest energy particles known, explaining the provenance of the ultra-high-energy cosmic rays that hit Earth.

Charged particles with energies of at least 1019 electronvolts slam into our atmosphere from time to time ? since 2008, 5000 have been detected by the Auger observatory in Argentina.

Their source has been a mystery. Pulsars ? ultradense stars formed during supernova blasts ? are one candidate, but it has not been clear if the particles they shed could make it through the dense shroud of stellar shrapnel that surrounds them.

Now Ke Fang and colleagues at the University of Chicago have modelled these particles and found that they can escape within the first year of a pulsar's life.

At that time, the pulsar's spin, which gradually slows, is still fast enough to shoot out high-energy particles, and the supernova debris has spread out enough to allow those particles to escape. "The most energetic particles may come from the smallest stars," says Fang.

'Violent fellows'

If pulsars are the source of ultra-high-energy cosmic rays, it could explain a puzzling finding by Auger. Unlike the majority of low-energy cosmic rays, ultra-high-energy cosmic rays seem to be made up of the nuclei of heavy atoms, such as iron.

Pulsars ? whose cores are made of neutrons ? are thought to have charged particles such as iron nuclei in their crusts. When the stars spin, their electromagnetic fields accelerate these heavy, charged particles outwards. Because each iron nuclei has 26 protons, each of which feels the pull of the field, the resulting cosmic rays will be of a higher energy than any single protons thrown out by the pulsar.

"We set out to search for energetic cosmic accelerators that have iron, and [pulsars] seem to be an obvious place," says team member Angela Olinto, also at the University of Chicago.

"Pulsars are certainly violent little fellows," agrees Jim Matthews of Louisiana State University in Baton Rouge, a spokesman for the Auger observatory.

The plot could thicken further, however. Auger doesn't detect cosmic rays directly, but the shower of secondary particles created when these rays slam into the atmosphere. So it's possible that the signals being picked up aren't from iron nuclei but single protons interacting with atmospheric particles in a previously unknown way.

We may one day get a chance to test whether pulsars really are the source of ultra-high-energy cosmic rays, says Matthews.

To date, the highest energy cosmic rays measured by Auger seem to be scattered fairly evenly across the sky, suggesting they originated beyond our galaxy and were deflected by cosmic magnetic fields before they hit Auger's detectors. This makes it impossible to trace them back to a source such as a pulsar.

But if a supernova one day explodes in our galaxy, producing a pulsar, it would be close enough that Auger could trace any cosmic rays back to it. "Then it should just be shining iron nuclei on us," says Matthews.
